As I've talked about here earlier, the heating situation is tricky, because home owners have no incentive to install more efficient heating systems if they do not live in the appartments themselves. To repeat the experiment of giving money to everyone who scraps an old system to buy a new one, like Germany did with cars recently, seems like a blunt solution to an intricate problem to me.
